There is one section in the .ai file that deals with prices

[Characteristics/Floats]
cDefaultCost = 9.00
cLowCost = 2.00
cMedCost = 9.00
cHighCost = 16.00
cUpkeep = 200.00
cPriceFactor = 2.00

As far as I can tell, they have the following meaning:
cDefaultCost = cost displayed at time of purchase
cLowCost = lowest cost that can be selected
cMedCost = medium cost (when price is 2 x cMedCost, guests will find the item too expensive)
cHighCost = highest cost that can be selected
cUpkeep = monthly upkeep cost
cPriceFactor = multiplier that is used for every purchase (how else do you think that some buildings are so profitable)

When the maximum stays at $20, adjust the highest possible cost
cHighCost =
